Financing remains one of the main obstacles between a promising innovation and an industrial product. The Tatwir R&D and Innovation 2026-2028 call for projects offers a concrete answer: the Moroccan state can cover part of the expenses for patent valorization, research and development, prototyping or pilot-phase industrialization.
What is Tatwir R&D and Innovation?
The call was launched by the Ministry of Industry and Trade, together with the Ministry of Economy and Finance, ANPME and CGEM. Selected projects are backed by the Innovation Support Fund.
The scheme targets industrial companies that want to reach an identifiable milestone, from intellectual property to an industrial pilot. It complements the solutions presented in our guide to startup financing in Morocco.
The three industrial innovation support schemes
| Offer | Targeted expenses | Announced support | Cap per project |
|---|---|---|---|
| Patent valorization | Industrial or commercial valorization | 80% | 1 MDH |
| Industrial R&D and innovation | New product or process | 60% | 4 MDH |
| Pilot industrialization | Moving into pilot-phase production | 30% | 5 MDH |
These offers address three different needs. A company that already holds a patent does not prepare the same application as a team still in the R&D phase. Before applying, you should therefore pinpoint exactly how mature your project is.
A sub-program dedicated to gaming
The 2026-2028 call includes the video game industry. Two support schemes are announced:
- prototyping: 70% of expenses, up to 1 MDH;
- pilot technological industrialization: 30%, up to 3 MDH.
This recognition of gaming as a technology industry opens up opportunities for studios, but also for companies specializing in engines, creative tools, online services, simulation or immersive reality.
Which projects have the best profile?
The full regulation remains the reference for checking eligibility. In substance, a solid application should show:
- a clearly defined innovation;
- a genuine technical or industrial bottleneck;
- an identifiable market and customers;
- a budget consistent with the stage being financed;
- a team capable of delivering;
- measurable results at the end of the project.
If your project is based on an invention, start by clarifying its ownership and protection with our guide on patents, trademarks and OMPIC.
How to prepare a Tatwir application
1. Identify your maturity level
Describe what already exists: proof of concept, working prototype, patent, first tests or pre-series. This snapshot avoids requesting support that is disconnected from the project’s actual reality.
2. Link each expense to a result
A credible budget is not just a shopping list. Tie each line item to a milestone: a technical performance reached, a validated prototype, a completed industrial test, or a first production run.
3. Prove the demand
Add customer interviews, letters of interest, test results or industrial partnerships. A technically ambitious project becomes more convincing when it answers a documented problem.
4. Prepare the co-financing
The support covers only a fraction of expenses. The company must therefore plan its own share, its cash flow and the disbursement schedule. This discipline protects the project against a mid-course stop.
5. Check the official regulation
Practical arrangements, required documents and eligibility criteria must be confirmed in the regulation accessible from the official notice. The ministry states that a company may submit an application for one or several offers.
Turning support into a lasting asset
Financing is not an end in itself. It should produce a verifiable asset: a valorized patent, a validated process, an industrializable product, production capacity or customer references. That outcome is what will later ease a fundraising round, an industrial partnership or a commercial expansion.
For researchers and deeptech startups, the program also forms a concrete bridge between the lab and the market, at the heart of the challenges of innovation valorization in Morocco.
